Medicare-coverage Revision-letter

Dear Secretary Sebelius, Inspector General Levinson, Acting General Counsel Cade, Associate General Counsel Hoffman, Acting Chief Administrative Law Judge Schroeder, and All Regional Directors:
Thank you for investing your time to read and act on this simple matter.
The Intended Outcome is the revision of the Medicare Allowance, to two -- not just one -- within a 5-year period for the DMEPOS-category “Speech Generating Device -- DM19”.
In the name of “Prevent Medicare Fraud” -- and, most-important to recognize, in the absence of any personal-experience of being PERMANENTLY without one’s natural-voice, AND THEN, finding one’s “Speech Generating Device” has stopped working -- the rule-makers mistakenly decided to allow coverage for one unit only, not two, within a 5-year period.
Isn’t that inconsistent with the intent which originally-sourced Medicare…?
An Artificial-Larynx / Electronic-Larynx / Speech Generating Device, is not “a luxury/fun item”. Neither, is a “spare-tire”. People don’t buy “extra” spare-tires, nor do they buy “extra” artificial-larynges. Fact is, they only buy “the spare” because they can’t afford to be without a back-up -- period.
Because, when “a spare” is needed, it’s needed now -- not later.
This is not a Fraud-item -- nobody “collects” these devices -- nor do they “enjoy” using one.
Consider these points, in the context of the Fraud-issue:
Who would buy one of these devices -- if they hadn’t had a laryngectomy…?
How many experiences of struggling to get through a day without your voice, would it take to convince you that “an immediate back-up” is “a must-have”…?
The question before you now, is, “How soon will you correct this innocent mistake…?”
